These skirts can be dressed up or down. I recommend to not go too short, otherwise it will look borderline costume-y. (yes I made that word up.)
There are tons of ways to wear this trend:
1) Wear it with a fitted knit sweater, for colder weather.
2) Wear a simple Tee or crop top with a pair of Chuck Taylors, for a casual look.
3) Throw on a leather moto jacket with some gold accessories, to add a little bit of edge to your look.
